That's an immature darner of some sort (either Aeshna or Rhionaeschna), and unfortunately the photo isn't quite sharp enough for me to be certain of the identification. Based on the time of year, I'd guess California Darner (R. californica) which is the smallest darner that you'd encounter in that area, but of course I can't determine the size from the photo.
